Virginia Society for Human Life PAC Endorses Delegate Christopher K. Peace

Central Virginia – The Virginia Society for Human Life PAC today endorsed the re-election of Delegate Christopher K. Peace (R-Mechanicsville) to the Virginia House of Delegates. Peace’s legislative voting record was reviewed by the PAC prior to their endorsement. In the endorsement letter received by Peace the PAC asserted, “We are grateful for the strong and consistent pro-life voting record you have compiled and the leadership you have demonstrated during your tenure in the House of Delegates.”

“I am honored to receive the endorsement of the VSHL PAC. I have worked to pass legislation that protects the unborn, such as “Conner’s Law,” which makes it a crime to injure or kill an unborn child during an attack on the mother. I have supported measures to protect the rights of parents to be involved with their children’s lives when it comes to medical decisions, such as the use of contraception or treatment for sexually transmitted diseases. I offered an amendment to the HPV vaccine bill, which as a result now includes a parental choice opt-out clause,” stated Peace.

The purpose of VSHL PAC is to further the aims of VSHL in promoting the respect and protection of human life through political means. The PAC goal is to help identify candidates for political office who respect human life. Unlike their 501 C 4 and 501 C 3 organizations, the PAC is at liberty to freely disseminate information about specific political candidates and educate voters as to who really is the prolife candidate. They do, however, restrict their issues to the prolife issue.

National Rifle Association Endorses Delegate Christopher K. Peace

Peace (R-Mechanicsville) has received the endorsement of the National Rifle Association. The NRA is recognized as America’s foremost defender of Second Amendment rights, and the group has over 120,000 members in Virginia.

The association reviewed Peace’s legislative voting record and stated, “Peace’s exemplary record of past service in the Virginia House of Delegates clearly illustrates his commitment to protecting the rights of law-abiding firearm owners and sportsmen. GOVERNOR KAINE ANNOUNCES FOURTH “ BEST STATE FOR BUSINESS” RANKING FOR VIRGINIA BY FORBES.COM

~Commonwealth continues to lead the nation with fourth consecutive award~ Governor Timothy M. Kaine today announced that Virginia will remain in first place as Forbes.com’s “ Best State for Business.” It is the fourth consecutive year Virginia has been top ranked. The Commonwealth finished in the top 10 in 3 of the 6 categories examined in the review, which was published today.

“With our low corporate tax rate, highly-skilled workforce, and great quality of life, it’s no wonder Virginia consistently attracts some of the world’s most innovative and corporate leaders to our borders,” said Governor Kaine. “In these tough economic times in particular, the recognition by Forbes today is an incredible affirmation that Virginia has what it takes to compete at the national and global arenas.”

Forbes.com looks at rigorous qualifications and the Commonwealth has come out on top again in quality of life, regulatory environment, and labor. Virginia has been named the most business friendly state ever year of Governor Kaine’s administration. The award from the world-recognized financial brand follows Virginia ’s most recent number one rankings from Pollina Corporate Real Estate and CNBC this past summer.

During Governor Kaine’s administration, Virginia has been recognized as the Best State for Business (Forbes.com 2006-2009), the Top State for Business (CNBC 2007, 2009), the Top Pro-Business State (Pollina Corporate Real Estate Inc. 2003, 2007, 2009), the top-performing state government in America (Governing Magazine 2008) and the state where “a child is most likely to have a successful life (Education Week 2007).”

Utah was ranked second by Forbes.com, followed by Washington , North Carolina , and Georgia. Colorado , Idaho , Florida , Texas and Nebraska rounded out the top ten list.

The Forbes.com ranking considers states’ business costs (cost of labor, energy, and taxes), labor issues (educational attainment, net migration, and projected population growth), regulatory environment (regulatory and tort environment, incentives, and bond ratings), economic climate (job, income, and gross state product growth, as well as unemployment and corporate headquarter relocations), growth prospects (projected job, income, and gross state product growth, as well as announced business openings and closings), and quality of life (index of schools, health, crime, cost of living, and poverty rates).

The Commonwealth took the lead in the quality of life ranking, took second place in the regulatory environment ranking and third in the labor issues. Virginia was 12th in growth prospects, 18th in economic climate and 20th in business costs.

Governor Kaine has announced $12.24 billion in new economic development investments and 72,928 jobs since taking office in January 2006.

GOVERNOR KAINE ANNOUNCES MORE THAN $900,000 FOR VIRGINIA HEALTHY SMALL BUSINESS INITIATIVE

~ More Than $15 million to come to Virginia in the next five years to increase health coverage and wellness for workers in small firms ~ Governor Timothy M. Kaine today announced that Virginia has been awarded $912,658 by the U.S. Department of Health and Human Services through its new State Health Access Program (SHAP) to provide greater access to affordable health coverage for workers in Virginia ’s small firms. The federal award will increase each year of the five-year grant period to correspond with proposed program expansions, resulting in more than $15 million to Virginia.

"In these tough economic times, it's more important than ever that we find ways to expand access to quality, affordable health care for Virginians," said Governor Kaine. "By focusing on both health coverage and wellness education, this initiative will contribute toward the long-term changes needed to control costs for small businesses--and the broader healthcare system."

The federal award will go toward:

Expanding the Riverside Share program begun in the eastern region of the state in the fall of 2008. The Riverside Health System Foundation committed $1 million in the fall of 2008 to establish the Riverside Share pilot program for low income employees up to 200 percent of the Federal Poverty Level. The expansion offers assistance in paying insurance premiums to more low-income employees (up to 400 percent of the Federal Poverty Level);

Creating the Employee Wellness Passport, which will include onsite vaccinations for low-income workers, wellness education and basic health screening;

Providing wellness benefits to children of lower-income employees; Development of a Virginia Center for Healthy Small Business as a sustainable public-private partnership.

The Virginia Center for Healthy Small Business will have a statewide mission to strengthen Virginia small business by spreading employee health innovation and educating small businesses about the value of health coverage and employee wellness. The Center will build upon the web-based educational resources at Insure More Virginians initially developed through funds from the Virginia State Planning Grant, and more recently sponsored by Community Health Solutions.

The Virginia Healthy Small Business Initiative builds upon recommendations from three major policy research and planning efforts that began in 2003, including that of the Commission on Small Business Health Insurance Costs established in 2004 by then Lieutenant Governor Kaine.

That Commission was made up of small business owners, legislators and medical and insurance professionals. Among the findings and recommendations of the Commission were:

Cost Sharing . The Commission concluded that the cost of health insurance should be jointly borne by employers, employees, and the Commonwealth.

Wellness Programs . The Commission also concluded that reducing health care expenditures in the long run requires a healthier population. The Commission recommended the development of programs to encourage individuals to take important preventive measures and to encourage employers to offer wellness programs at work.

Education. The Commission’s educational recommendations fall into two broad categories: helping employers, the primary purchasers of health insurance, better understand their insurance choices; and providing patients with more information about the cost and quality of the health care services that they choose.

The Virginia Healthy Small Business Initiative brings together all of these recommendations. Virginia will test and then replicate the offer of a small business employee wellness product as an add-on to, or stepping stone toward, enrollment in a three-share health insurance product with subsidies available for employees up to 400% of the federal poverty level. Eligible enrollees include small businesses with 50 or fewer workers, or about 33,000 small firms in Virginia that do not now offer insurance plans.

“Improving the health of the Virginia communities we serve begins with improving access to quality care,” said Rick Pearce, President and CEO of Riverside Health System.

The grant will be administered by the Department of Health in collaboration with the Riverside Health System Foundation, Community Health Solutions, the Blue Ridge Medical Center , the Virginia Hispanic Chamber of Commerce, and a variety of other partners.

Delegate Chris Peace receives Child Advocate Award from the Virginia Council for Private Education

The Virginia Council for Private Education (VCPE) recently awarded Delegate Chris Peace their annual “Child Advocate of the Year” award during the association’s annual meeting. VCPE President, George J. McVey presented the award citing Delegate Peace’s commitment to improve the lives of children in the educational system and beyond. VCPE recognized Delegate Peace’s work to allow public schools more tools to mirror the successes found in private education: access to electronic curriculum and textbooks; access to single-sex education; and access to alternative educational programs.

Delegate Peace has also introduced bills to simplify the adoption process, to enhance penalties for stalking victims under 18 and to ensure adequate representation of juvenile offenders in courts. His service on the Courts of Justice and Health, Welfare and Institutions Committees allows Delegate Peace to have a significant role in determining policy that affects the health and safety of Virginia’s children.

“I am humbled to be recognized by VCPE for my legislative record. My responsibility as a state delegate is to work to make my district and the Commonwealth a better place to live, work and raise a family. I am humbled by the opportunity to serve and will continue to work with my colleagues to improve our great Commonwealth and to further protect our greatest asset, our children,” stated Peace.

The Virginia Council for Private Education was organized in 1974 and is a statewide organization recognized by the Virginia Board of Education to approve the accreditation processes for private schools in the Commonwealth. Seventeen different associations currently comprise the 2009-2010 VCPE membership. Thirteen of these associations have VCPE approved accreditation processes that are in turn, recognized by the Virginia Board of Education.

All VCPE member associations must be non-profit and have a racially nondiscriminatory membership policy.

Delegate Peace Appointed as Chair of Advisory Council

Delegate Peace Asked to Serve as Chair of the War of 1812 Advisory Council Delegate Christopher K. Peace (R-Mechanicsville) was recently named as the Chair of the Citizen Advisory Council for the Virginia Commission on the Bicentennial of the War of 1812. The purpose of the Commission is to prepare for and commemorate the bicentennial anniversary of Virginia's participation in the American War of 1812.

"I am honored to be entrusted with this responsibility and opportunity to work to ensure that Virginia’s role in the War of 1812 is represented through commemorative events across the Commonwealth,” Peace said. “Commemorative events are expected to generate needed heritage tourism dollars in many localities across the state.”

Due to our rich, diverse history, one of Virginia’s largest industries is tourism. In 2008, $19.2 billion in revenue was generated through tourism across the state, an increase of 2.8 percent over 2007. The industry also supported 210,620 jobs and provided $1.28 billion in state and local tax revenue.

The Commission is authorized to plan commemorative events and activities, encourage research to promote historical literacy and understanding of the war, and support organizations throughout the state as they plan commemorative events. The Commission expires July 1, 2015.

Mechanicsville Local: Letter to the Editor

Resident: Roads get attention I read with interested a letter published recently regarding a perceived lack of road maintenance in Hanover County.

The facts are that our area roads have such much improvement recently. U.S. 360 and Cold Harbor and Pole Green roads have been repaved and widened in places.

Our delegate, Chris Peace, working in conjunction with our supervisors, is to be commended for helping to deliver these necessary improvements.

The article also seemed to reflect negatively on Del. Peace because the author did not get the response she wanted.

The truth is that Del. Peace is dedicated to good customer service and cares about his constituents. Recently, he successfully negotiated the correction of a serious problem on behalf of our Gaines Mill Homeowners Association, located just off Cold Harbor Road in Mechanicsville.

Residents had been unable to get any help from the local VDOT (Virginia Department of Transportation) office to correct a serious erosion problem regarding a lake crossing in our neighborhood. About a month ago, the dirt and grass sank in a 4x4-inch area and the crossing's safety was impaired.

When the local VDOT office told us it was the homeowners association's responsibility, we called Del. Peace to advocate on our behalf. Less than a week later, the repairs were completed.

As a driver and homeowner in Gaines Mill, who uses this lake crossing almost every day, I want to thank Del. Peace for his service and for being responsive to his constituents.

Delegate Peace Presents Resolution to Assisted Living Association

Resolution Establishing Virginia Assisted Living Awareness Day In commemoration of the work of the Virginia Assisted Living Association (VALA) and to promote the needs of Virginia’s aging population, Delegate Christopher K. Peace (R-Mechanicsville) introduced HJ 792, a measure designating September 15, in 2009 and in each succeeding year, as Assisted Living Awareness Day in Virginia.

Speaking about the resolution offered by Peace, Executive Director, Judy M. Hackler stated, “The Virginia Assisted Living Association and its members are appreciative to each of the Virginia General Assembly members, and especially to Delegate Chris Peace, for establishing September 15 th as Virginia Assisted Living Awareness Day in Virginia . Virginia’s assisted living industry is represented by more than 550 licensed assisted living facilities and has the ability to serve more than 31,000 residents. Virginia’s assisted living facilities are dedicated to not only the residents in each of the facilities, but to their staff members, the family members of the residents, and to the surrounding communities who are all impacted by the existence of Virginia’s assisted living facilities.”

Assisted living provides relatively independent seniors with assistance and limited health care services in a home-like atmosphere including 24-hour protective oversight, food, shelter, and a range of services that promote the quality of life of the individual.

VALA is a non-profit membership organization dedicated to providing advocacy, communication, education, and resources to the assisted living industry in Virginia. Formed in 1996, they are the unified voice of assisted living in Virginia and the official state affiliate of the Assisted Living Federation of America (ALFA). Their members represent the entire spectrum of the industry: providers of both non-profit and for-profit, and large and small assisted living homes. They also welcome Industry Partners - companies, government agencies and individuals that provide a service to, or have an interest in, assisted living in Virginia.

The Virginia Optometric Association awards Delegate for his Service

--Delegate Peace Receives 2009 Meritorious Service Award-- Delegate Christopher K. Peace (R-Mechanicsville) was recently presented the Meritorious Service of the Year Award by the state's largest organization of eye doctors, the Virginia Optometric Association. The honor is bestowed annually to one select individual for their distinguished service to the public and advocacy of quality health care services for all Virginians.

In addition to involvement in numerous civic and community activites, Delegate Peace serves on the House Health, Welfare and Institutions Committee. In presenting their Legislator of the Year Award, the organization's President, Dr. Jeffrey Michaels, noted Peace's "exceptional legislative efforts to ensure residents throughout Virginia have access to affordable, quality eye and vision care. He is truly a patient's advocate."

During the 2009 General Assembly session, Delegate Peace introduced legislation (HB 1943) to protect and advance the delivery of vision care services in Virginia. Local area doctors of optometry brought to the Delegate's attention concern that illegal sale of cosmetic contact lenses by beauty parlors and flea markets were causing sight threatening eye infections, corneal abrasions, and corneal ulcers. The unsuspecting consumer wanting to change the color of their eyes did not realize that even cosmetic contacts require an eye doctor to determine the proper fit and type of contact lens, in addition to providing training on proper contact lens care.

"I am humbled to be recognized by the Virginia Optometric Association for my legislative efforts, stated Peace. He continued, "As a member of the Health, Welfare and Institutions Committee, I am tasked with deliberating over many bills that impact the safety and well being of Virginia citizens. I was glad to patron this measure which will serve to further protect the vision of residents of the Commonwealth."

The Virginia Optometric Association represents over 85% of all actively practicing doctors of optometry in the Commonwealth. Optometrists serve as the primary eye care provider, rendering services to over 70% of residents located throughout Virginia.

Virginia Farm Bureau Endorses Delegate Peace for Re-Election

AgPAC, the political action committee of the Virginia Farm Bureau Federation, recently announced their endorsement of Delegate Christopher K. Peace (R-Mechanicsville) for re-election to the Virginia House of Delegates. Expressing appreciation of the endorsement, Peace said, "I'm honored to have received this endorsement; it is a strong vote of confidence from the farmers of the Commonwealth.
