RICHMOND, VA - Because of the election of Delegate H. Morgan Griffith to the U.S. House of Representatives last month, Virginia House of Delegates Speaker William J. Howell (R-Stafford) today announced the election by the 61-member strong Republican Majority Caucus of Delegate M. Kirkland "Kirk" Cox (R-Colonial Heights) andDelegate W. R. "Bill" Janis (R-Henrico) as the new House Majority Leader and House Majority Whip, respectively.  The elections were held during a Caucus meeting this afternoon.

Governor McDonnell Receives Full Report from Commission on Government Reform & Restructuring

Report Includes Recommendations to Require State Agencies to Review Current Mandates; Provide a More Flexible Work Schedule for Government Employees; and Encouraging the Use of High Deductible Health Insurance Plans RICHMOND- Governor McDonnell was presented today with the full report from his Commission on Government Reform and Restructuring for his review. An interim report was submitted to the Governor for his review in October. The full report contains 133 recommendations including requiring state agencies to review current mandates; privatizing the sale of distilled spirits; encouraging the use of high deductible health insurance plans; and providing a more flexible work schedule for government employees such as telecommuting, instituting a 4 day/ 10 hour work week at selected agencies, and encouraging Q-status, which provides an option for state employees to receive health benefits and retirement if they work a minimum of 32 hours per week. In addition, the Operational Review Task Force, comprised of private sector leaders and state and local government officials, proposed 79 recommendations for reducing expenses including travel, energy consumption, document/ printer/ copier management, and water usage.

The Governor will review the Commission’s recommendations in greater detail over the coming weeks to determine which ones will be advocated for administrative implementation or legislative action. The Commission will continue its work for the remainder of the administration; its next meeting will be in the spring of 2011. The Commission was established by Executive Order #2, which was signed by the Governor immediately after taking the oath of office on January 16, 2010.

Speaking about the full report, Governor McDonnell remarked, “The Commission has done an exceptional job at looking through current processes and procedures within state government to come up with ways to make it more effective and efficient for the citizens of Virginia. In this tough economy, it is essential to find ways to save time and money. I, again, thank the entire Commission and its leaders, Chairman Fred Malek, Vice Chairmen Speaker William J. Howell and former Senator Benjamin Lambert, for their efforts over the last six months. I look forward to reviewing these recommendations.”

Chairman Malek commented, “I’m pleased that your administration is already acting on some of the Commission’s recommendations. We applaud your request of agency heads to propose spending cuts of 2%, 4%, and 6%. We were encouraged that VDOT has consolidated its local toll-free numbers into one centralized call center, reducing its staff from 100 down to 25 employees. We are also pleased that state agencies are increasing telecommuting and implementing strategies to decrease energy consumption by 5%. The way forward is to abolish and consolidate programs that are ineffective or duplicative and restructure state government to more efficiently deliver core services to Virginians.”

The following recommendations are among the list that have been endorsed by the full Commission after consideration and approval by the committees:

  • Privatization of the Virginia Department of Alcoholic Beverage Control (ABC) Distribution and Retail System- privatizing ABC in Virginia will invest over half a billion dollars into transportation by eliminating a 76-year old state monopoly.
  • Require State Agencies to Review Current Mandates- Challenging economic times and significant budget reductions are cause to review current mandates placed on localities with an eye towards eliminating or suspending those considered to be obsolete and/or those that cannot be implemented.
  • 4 Day/ 10-hour Work Week for Government Employees- Expanding this schedule beyond the existing pilot program at the Virginia Department of Forestry. The Commonwealth could save considerable amounts of money on overtime, energy costs and increased productivity by implementing this initiative in certain state agencies.
  • Promote Expanded Use of Telework and Alternate Work Schedules for Government Employees- Similar in nature to the four day, 10-hour work week, this proposal allows additional flexibility for government employees to work on a flexible schedule or from locations other than the office. Currently 48% of state positions are eligible for alternate work schedules.
  • Encourage Agencies to Offer Q-Status for Government Employees- Salaried state employees would be eligible to receive health benefits and retirement if they work a minimum of 32 hours per week. Q-Status allows agencies to save money by reducing salaries while minimizing the impact on knowledge transfer.
  • Make High-Deductible Health Plans a More Attractive Option for State Employees- The Virginia Department of Human Resource Management should continue to work with state employees to identify to make high deductible health plans a more attractive option to increase participation and reduce costs. Giving individuals the ability to choose procedures and treatments will empower them to make good decisions and drive down costs.
  • Develop Implementation Strategies for the 79 Recommendations from the Operational Review Task Force- The Operational Review Task Force, comprised of state agency heads, local government representatives, and industry leaders from the private sector, looked for savings with commodities including energy consumption; water usage; waste management; phones and data usage; printers, copiers and fax machines; management; asset inventory and management; travel reimbursement; fleet management; banking services; accounts receivable; surplus property; and insurance (risk management and health insurance). The Task Force offered 79 recommendations, which were adopted in concept by the full commission. A list of these recommendations can be found in the appendix of the full report.

RICHMOND- Below is the full text of Governor Bob McDonnell’s 2010 Thanksgiving Day proclamation. THANKSGIVING DAY

WHEREAS, the first permanent English speaking settlement in the New World was established in Virginia at Jamestown in 1607, as Captain John Smith led a group of settlers across the Atlantic on a voyage that would entail much hardship over the coming years, including disease and starvation; and

WHEREAS, to show their appreciation for the colony’s success and to take stock and give thanks for their own gifts and blessings, and in spite of tremendous adversity, the settlers in Virginia found time to celebrate the first Thanksgiving in America at Berkeley Plantation on December 4, 1619; and

WHEREAS, while reflecting upon the actions taken by the colonists at the first Thanksgiving, we also honor the Indian peoples, for without their presence, the survival of the colonists would have been ever more difficult; and

WHEREAS, American leaders and citizens have recognized a day of Thanksgiving since our first president, George Washington issued the first Thanksgiving proclamation in 1789, stating “it is the duty of all nations to acknowledge the providence of Almighty God, to obey His will, to be grateful for His benefits, and humbly implore His protection and favor”; and

WHEREAS, it is a Virginia tradition for our citizens to come together in unity on Thanksgiving Day and give thanks for the great level of serenity, harmony and abundance with which we, as citizens of a free nation, have been blessed; the rule of law by which we peaceably govern ourselves and by which our civil and religious liberties are guaranteed; and the brave servicemen and women of our armed forces who risk their lives to defend the freedoms and blessings we cherish;

NOW, THEREFORE, I, Robert F. McDonnell, do hereby recognize November 25, 2010 as THANKSGIVING DAY in our COMMONWEALTH OF VIRGINIA, and I call this observance to the attention of all our citizens; and

Commonwealth Posts 3.7% Revenue Growth in October

Seventh Month out of Last Eight with Increase in Revenue Collections over Prior Year

Withholding and Sales Taxes Again Drive Growth; Revenue Increase Occurs as State Unemployment Numbers Improve

RICHMOND- Governor Bob McDonnell announced today that October revenue collections increased by 3.7% over the prior year. This is the seventh month out of the last eight in which state revenue collections exceeded the previous year’s amount. The revenue increase was primarily driven by individual withholding (+4%) and sales tax (+6.5%) collections. Individual withholding is a significant budget driver, and the year to date increase of 4.3% is exceeding the officially forecasted growth of 2.4%. Adjusted for the accelerated sales tax program, total state revenues grew 3.6% through October, slightly lagging the economic-base forecast of 4.2% growth.

Speaking about the latest revenue report, Governor McDonnell noted, “We have now seen seven of the last eight months feature increases in revenue collections, and this has occurred in tandem with a slight decrease in our unemployment rate. Clearly, these are signs of a modest turnaround in Virginia’s economy. Our unemployment rate is 6.8%, tied for the eighth lowest nationally and well below the national unemployment rate of 9.6%. We are second only to Texas in the number of net new jobs created since the beginning of the Administration. There is good news happening in Virginia, and that is a tribute to our small business owners, innovators and entrepreneurs who are working hard, taking risks, employing our citizens and helping set the path to economic recovery statewide. Government does not create prosperity, and it does not create jobs. What we can do in Richmond is put in place policies that make it easier for prosperity to be achieved and private sector jobs to be created. That is the focus of this Administration. However, this continues to be a very tough and uncertain economy, and far too many Virginians continue to be out of work. These pieces of good news do not erase the clouds of uncertainty that still hang over our economic landscape. Together, working across party lines, we must continue to identify and implement every possible policy that will spur economic growth and private-sector job creation.”

Governor McDonnell Approves Action Plan for $1.45 Billion Found in VDOT Performance Audit

Independent Study Identified Over $1.45 Billion to be Used to Fund Transportation Projects

$200 Million to go Immediately to Maintenance Projects Statewide; Commonwealth Transportation Board to Administer $200 Million in Excess Construction Dollars; CTB to Allocate Half a Billion Dollars to Specific Projects in Spring 2011 Update to Six-Year Transportation Improvement Program; New Policies to Speed up Time Between Planning and Road Building

 

RICHMOND - Governor Bob McDonnell today approved the Virginia Department of Transportation (VDOT) action plan to rectify problems identified by an independent audit of the agency's maintenance, project development and fiscal management practices. The action plan responds to more than 50 audit findings and proposes cost-saving strategies, organizational efficiencies, and performance and operational metrics that will make VDOT more effective, efficient and accountable.

Commenting on the action plan, Governor McDonnell noted, "VDOT met the deadline to develop a comprehensive action plan to improve its business practices and ensure that its past failures to fully utilize all available transportation funding do not reoccur.  The VDOT action plan demonstrates forward-thinking, creative management techniques that we need to better leverage our available resources in order to address transportation needs around the Commonwealth.   The citizens of Virginia expect better from their state government and we will meet those expectations."

VDOT's action plan designates a responsible entity for each category of funding and establishes a process to select projects that will utilize the unused funds identified in the audit.  This includes:

*         $200 million in excess construction cash will be administered by the Commonwealth Transportation Board (CTB)

*         $524 million in the "federal reserve" will be allocated to specific projects by the CTB during the spring 2011 update to the Six-Year Transportation Improvement Program (SYIP)

*         $200 million in unspent maintenance allocations will be provided to VDOT's nine districts to meet critical maintenance needs

*         $130 million in inactive federal project balances already allocated to projects will be re-obligated to other active projects in coordination with localities

*         $400 million in toll credits will be allocated to specific projects by the CTB as a state match to federal projects. 

Secretary of Transportation Sean Connaughton added, "Virginia's transportation challenges require us to find better ways of doing business and managing the taxpayer's dollars.  This performance audit and implementation of VDOT's action plan will have an immediate impact on our economy and a lasting effect on Virginia's transportation infrastructure."

VDOT Action Plan Summary

General Improvements

VDOT will improve transparency and accountability in all aspects of its work and finances. Actions will culminate in monthly financial/operational reports and posting them to VDOT's website. The department will evaluate the need to strengthen its leadership team and fill any necessary management positions.

Target - January 2011

VDOT will improve its use of technology. Actions call for reconvening the Technology Steering Committee that will meet regularly to:

*         Discuss information technology initiatives

*         Assess current system functionality

*         Determine needed system functionality improvements

*         Set technology priorities

*         Ensure system users have an effective way of sharing information with the Technology Steering Committee.

Target - January 2011

Funding for Transportation

The audit identified that federal funds were not obligated to projects early in the federal fiscal year. Actions include development of a federal strategy that specifically identifies in advance projects to be obligated throughout the federal fiscal year, with 100 percent obligated before the September 30 deadline. VDOT will also develop and implement a plan to monitor the use of federal funds to ensure funds are used and inactive balances are reduced by 50 percent this federal fiscal year. Steps will be taken to streamline and document the process to more efficiently obligate projects with the Federal Highway Administration (FHWA).

Target - Federal obligation strategy will be completed by mid-November. Reducing or eliminating inactive projects will be an ongoing effort.

VDOT will strategically use all available funding and funding mechanisms. The agency will obtain FHWA approval to use $400 to $450 million of toll credits as the state match on federal projects and incorporate the use of toll credits into the development of the Fiscal Years 2012-2017 SYIP. VDOT will also recommend other sources of revenue and funding mechanisms in the SYIP.

Target - Obtain FHWA approval of toll credits for use in the Fiscal Years 2012-2017 SYIP.

VDOT will plan for all anticipated federal revenue.  Actions include programming the $524 million currently in the "federal reserve" into the SYIP in order to accelerate the delivery of projects. VDOT will evaluate using approximately $60 to $70 million annually to restore VDOT's inventory of "on-the-shelf" project plans.

Target - June 2011.

VDOT will continually evaluate its operating cash needs.  Actions will include analyzing current cash balances and programming excess cash (expected to be approximately $200 to $250 million), to projects in the SYIP or to use the funds in the proposed Virginia Transportation Infrastructure Bank.

Target -Incorporate funding in the SYIP to be developed and approved by June 2011.

Maintenance of System Assets

VDOT's districts will plan their maintenance work to fully utilize their allotted resources and reduce the carryover of balances at the end of the fiscal year. Actions include providing enhanced monitoring over the districts' spend plans, budgets and work accomplishments by having district administrators report to VDOT's chief deputy commissioner and holding monthly operation/finance reviews. Funding rules and business processes will be re-examined and adjusted as needed. VDOT will advertise approximately $400 to $450 million in paving and related contracts for fiscal years 2011 and 2012.

Target - Advertise fiscal years 2011 and 2012 paving and related contracts by December 2010 and December 2011, respectively.

Project Development and Execution

VDOT will improve its process to develop plans and projects in order to more efficiently move them from planning to construction.  Actions include:

*         Improving the project development timeline

*         Creating process transparency between Central Office and district staff through project meetings and improved reporting

*         Enhancing functionality of project scheduling tools

*         Streamlining the time for procuring professional services

*         Establishing routine communications with the industry, localities and metropolitan planning organizations to improve collaboration in the development of the SYIP.

*         VDOT will have advertised approximately $1.4 billion in maintenance and construction contracts by June 2011.

Target - June 2011 while some actions will be ongoing

Operations Related to Safety and Congestion Mitigation

VDOT will consider the effectiveness of its safety andcongestion-mitigation efforts.  Actions include:

*         Conducting post-implementation reviews to evaluate effects of reducing Safety Service Patrols on congestion

*         Marketing VDOT's congestion-mitigation efforts

*         Improving connectivity among the Transportation OperationsCenters (TOCs) and coordination with other emergency responders

*         Ensure technology is continually reviewed and updated

*         Establishing targeted goals for clearing incidents

*         Developing a solicited public-private partnership or other arrangement to operate and manage the TOCs.

Target - June 2011

Compliance with Reorganization and Staffing Reduction Initiatives

VDOT must continually look for ways to improve its processes.  Actions include conducting post-implementation reviews of reorganization and staffing decisions. The department will form working groups of VDOT staff to evaluate business processes for improvement and will coordinate with industry representatives. It will also develop reports to track progress with this initiative.

Target - Kickoff working groups in January 2011.

Governor McDonnell Announces Capital One Adding Over 1,000 Jobs in Virginia

New Operations Center Set to Open in Henrico in 2011; 700+ Jobs Coming to County Capital One Financial Corporation is Largest Bank Headquartered in the Commonwealth

RICHMOND - Governor Bob McDonnell announced today that Virginia-based Capital One Financial Corporation (NYSE: COF) is expanding its Virginia workforce by more than 1,000 new positions in 2010 and 2011; 700 of those positions will be located in Henrico County.  Capital One recently purchased two new commercial office buildings for its campus in the Innsbrook Office park in Henrico County, where it plans to open a new call center and operations center in 2011The new positions will support all segments of the Fortune 500 company’s business, including Credit Card, Banking, and Financial Services with positions in groups like Operations, Customer Service, Marketing and Analysis, IT, Brand Marketing, and Retail and Commercial Banking.  Capital One actively recruits from Virginia‘s institutions of higher education to fill professional openings.

Speaking about today’s announcement, Governor McDonnell said, “Not only is Capital One Financial Corporation a nationally recognized name, in the Commonwealth it is a household name and our 11th largest private sector employer. The company employs approximately 9,400 individuals in Virginia, and this expansion is one of the Commonwealth’s largest private sector job growth announcements this year.  I commend the company’s decision to continue growing in Virginia.”

Founded and headquartered in McLean, Virginia, Capital One is the country’s 9th largest bank based on deposits and recently completed the successful integration of Chevy Chase Bank, its third bank acquisition since 2005.  Capital One Bank has approximately 1,000 retail branches, including 88 in the Commonwealth. 

The Virginia Economic Development Partnership worked with Henrico County and the Henrico Economic Development Authority to secure the project for Virginia, successfully competing against Florida and Texas. Governor McDonnell approved a $300,000 grant from the Governor’s Opportunity Fund to assist with the project. Through its Virginia Jobs Investment Program, the Virginia Department of Business Assistance (VDBA) will provide funding and services to support the company's recruitment and training activities.

Statement of Speaker William J. Howell on Governor's Announcement regarding Government Reform and ABC Privatization

RICHMOND, VA - Virginia House of Delegates Speaker William J. Howell (R-Stafford) today issued the following statement after Governor McDonnell's announcement that proposals and any legislation from his Commission on Government Reform and Restructuring would be considered by the Virginia General Assembly during its regularly scheduled 2011 Session that convenes in January: "Like so many who are continuing to grapple with ongoing effects of lack-luster job growth and a continuing weak economy, I agree with Governor McDonnell that Virginians are making do on less and their government must do the same," said Speaker Howell.

"State government must live within its means and be made smaller, smarter, more efficient, easier to access and less burdensome to taxpayers. As Speaker of the House and as Co-Vice Chair of the Governor's Commission on Government Reform and Restructuring, I strongly support improving the delivery of government services, maximizing the return on taxpayer investments and minimizing the costs of government wherever possible. Virginia Academy of Sleep Medicine Honors Christopher K. Peace

Peace receives third statewide honor this year

 

CENTRAL VA – The Virginia Academy of Sleep Medicine recently honored Delegate Christopher K. Peace (R-Hanover) for his work on professional standards and patient safety in sleep medicine.  Peace successfully patroned House Bill 725, a measure which requires anyone who wants to practice as a polysomnographic technologist to be licensed by the Board of Medicine.  This bill also creates the Advisory Board on Polysomnographic Technology to assist the Board in establishing the qualifications, examination, and other requirements for the regulation of licensed polysomnographic technologists.

A sleep study (or polysomnogram) is a safe, painless test, which can help determine the diagnosis of a sleep problem. During the test patients are monitored by Polysomnographic Technologists while they sleep in comfortable, private bedrooms. In order to do this, electrodes are placed on the patient’s head, face and body. These leads simply record the electrical activity of their brain and muscles. Other sensors attached to the patient record breathing, and oxygen levels. During the study the information about their sleep is recorded on a computer while the patient is observed remotely with a camera.

The sleep technologist is directly involved in providing complex health care services. He or she must be able to identify significant sleep apnea and oxygen loss when it occurs and to then start positive airway pressure (continuous positive airway pressure (CPAP) or Bi-level positive airway pressure) therapy on an expeditious basis.  The technologist recognizes serious heart rhythm abnormalities and seizures as they occur and is able initiate emergency protocols. 

Speaking to the recognition, Peace stated, "Working to champion legislation which protects health care consumers is vital to access for care and continuity of services provided. I am personally aware of many local mothers and fathers whose child is misdiagnosed ADD due to sleep apnea.  Improving care in this field will help many parents."

Governor McDonnell Announces 70 mph Speed Limits on 680 Miles of Interstate

61 percent of Virginia’s 1,119 miles of intestates being posted at 70 mph

Changes To Be Implemented No Later Than Dec. 31

 

RICHMOND – Governor Bob McDonnell today announced that the Virginia Department of Transportation (VDOT) will post 70 mph speed limits on 680 miles of interstates no later than December 31, 2010. While campaigning for governor, McDonnell proposed the speed limit increase to 70 mph in rural and less populated areas as a way to improve transportation in the Commonwealth. This change will result in 61 percent of Virginia’s 1,119 miles of intestates being posted at 70 mph.

Speaking about the new postings, Governor McDonnell noted, “The increase in the speed limit from 65 to 70 mph in rural and less populated areas of the state will help Virginians arrive at their destinations quicker and safer and will speed the delivery of goods and services throughout the commonwealth. This is just one step forward in our efforts to significantly improve Virginia’s transportation system.”

VDOT outlined to the Commonwealth Transportation Board today at its meeting in Richmond plans to complete the speed limit increases around the state. The change to 70 mph follows the passage of House Bill 856 and Senate Bill 537 which were signed into law by the Governor in March. The bills allow VDOT’s Commissioner to increase the maximum highway speed limit to 70 mph on certain highways after the completion of a traffic engineering study.

VDOT studied more than 786 miles of interstate highways for potential speed limit changes. Engineers reviewed crash patterns and history, speed data, physical conditions of the roadways and traffic patterns for candidate segments of highway. After input from Virginia State Police, segments that could safely be raised to 70 mph were identified. The speed limits on these segments will be increased to 70 mph in phases, with all changes scheduled to be completed by the end of 2010.

Speed limit increases are based on findings from engineering studies and needed safety improvements to ensure the safe travel of all motorists. After completion of the studies, engineers determined it best to maintain a speed limit of 65 mph on 189 miles of those segments reviewed. These are primarily in urban areas, areas with high crash histories, or in Virginia’s Highway Safety Corridors.

Additional safety improvements for some segments are also planned for the coming months. These include the installation or upgrade of guardrail, rumble strips and additional signage.

Changing the speed limit to 70 mph will increase motorist safety by allowing traffic to move at a more consistent speed and reducing the conflict between faster and slower-moving traffic. The 70 mph speed limit change will also assist travelers in shortening commute times and will more efficiently move goods and services throughout Virginia.

Drivers are reminded that law enforcement agencies will enforce the posted speed limit on any highway. To avoid a traffic citation, motorists must travel at or below the posted speed limit on any highway. Drivers should also be mindful of traffic conditions, weather and other factors that might require them to travel below posted speeds.

Governor’s Commission on Government Reform & Restructuring Presents Governor McDonnell with Interim Report

Proposals Include Recommendations to Privatize ABC, Change the Virginia Biennial Budget Cycle, Expand 4 Day-10 Hour Work Week  & Alternate Work Programs for State Employees and Reduce or Eliminate Toll Free Numbers

RICHMOND- The Governor's Commission on Government Reform & Restructuring presented its Interim Report to Governor Bob McDonnell today for his review.  The report includes 107 proposals including the privatization of the Virginia Department of Alcoholic Beverage Control, initiating a 4 day-10 hour work week for many state employees, improving inventory practices for all state real property assets, and changing the budget cycle so that a future Governor adopts their first biennial budget in the first year of office and second budget in their third year of office.  The Commission was established by Executive Order #2, which was signed by the Governor immediately after taking the oath of office on January 16, 2010. 

Speaking about the Interim Report, Governor McDonnell commented, "The Commission, under leadership of Chairman Fred Malek, and Vice Chairmen Speaker William J. Howell and former Senator Benjamin Lambert, has done excellent work over the last four months.  The findings and recommendations reflect a detailed review of current systems and processes in select areas of state government.  I look forward to reviewing the Commission's recommendations in greater detail over the coming weeks to determine which ones will be advocated for administrative implementation or legislative action.  Taxpayers should be pleased that Virginia state government is enthusiastically continuing to innovate, save money, be smarter and more transparent."

Chairman Fred Malek said, "We have listened to Virginia citizens and state employees who sent more than 1,700 comments and ideas for consideration.  The Commission's dedicated members have spent significant time reviewing the operations of state government and are proposing more than 107 recommendations.  Our work is far from complete. At your request, the Commission on Government Reform & Restructuring will continue its work for the remainder of the administration.  The way forward is to reduce and consolidate programs that are ineffective or duplicative and restructure state government to more efficiently deliver core services to Virginians."

"The ability and willingness to change, adapt, innovate and improve not only are the ongoing charges of this Commission, but have been realized in the Interim Report's more than 100 new ideas and policy recommendations," said Virginia House of Delegates Speaker William J.  The following recommendations are among the list that have been endorsed by the full Commission after consideration and approval by the committees.

 *         Privatization of the Virginia Department of Alcoholic Beverage Control (ABC) Distribution and Retail System- privatizing ABC in Virginia will invest over half a billion dollars into transportation by eliminating a 76-year old state monopoly.  *        Four Day, 10-hour Work Week for Government Employees- Expanding this schedule beyond the existing pilot program at the Virginia Department of Forestry.  The Commonwealth could save considerable amounts of money on overtime, energy costs and increased productivity by implementing this initiative in certain state agencies. 

 *        Promote Expanded Use of Telework and Alternate Work Schedules for Government Employees- Similar in nature to the four day, 10-hour work week, this proposal allows additional flexibility for government employees to work on a flexible schedule or from locations other than the office.  Currently 48% of state positions are eligible for alternate work schedules.

 *        Single Reporting Requirement- Enable state agencies to submit one consolidated report to the Secretary, General Assembly, and Governor annually, rather than several reports throughout the year.  This change would lead to greater efficiencies by reducing the amount of staff time expended in preparing the various reports throughout the year.

 *        Enhance Virginia's "Business One-Stop" Practices-Significantly enhance the "Virginia Business One-Stop" website into a "First and Only Stop" by increasing the information, resources, and assistance available to Virginia entrepreneurs to ensure that truly only one stop is necessary to get a new business up and running with minimal delay.

 *        Process for Consolidation and Elimination of Virginia Boards and Commissions- The Governor's Commission adopted a process to propose the elimination of boards, commissions, and other non-government entities that perform the same services.  Over the coming weeks and months, the Commission will recommend the consolidation or elimination of a significant number of boards and commissions.

 *         Consolidation of Inspectors General- The separate Inspectors General and the Division of the State Internal Auditor (in the Virginia Department of Accounts) should be consolidated into one statewide Office of the Inspector General that would report directly to the Governor's Chief of Staff, with corollary reporting requirements to the appropriate cabinet secretaries.  This will enhance authority to proactively pursue complaints concerning fraud, waste, and abuse in state government so Virginia can better monitor agency performance.

 *         Reduce or Eliminate Toll Free Numbers- Due to the widespread use of cell phones, the Commission recommends that agencies should reduce or eliminate toll-free numbers, consistent with the Commission's recommendation to move towards a single portal entry for Virginia state agencies.  One agency eliminated 16 toll free numbers for an annual savings of approximately $600,000.

 *         Government Customer Service Centers- The Governor should initiate a strategy to create government customer service centers. These customer service centers are to be "one-stop shops" where the citizen can access services provided by the Commonwealth (such as information on one-stop business creation, local tourist attractions, professional licensing applications, kiosks to pay state taxes or fees, registration forms to license as boat and trailer or hunting and fishing licenses). The Commission found that an ideal place to start would be at the Virginia Department of Motor Vehicle locations.

 *         Budget Transparency & Cycle- Change the budget cycle so that the incoming Governor adopts his/her first budget in the first year in office and second budget in the third year in office.  Improve coordinated publishing of information related to the state budget by legislative and executive branch entities to ensure taxpayers know how their money is spent.

Information Alert: Group Alleges HPV Vaccine Unsafe

In 2007 the General Assembly passed legislation over the objections of many that "requires" all girls entering the sixth grade in Virginia to receive the vaccine.  The Family Foundation worked with legislators to include a broad parental "opt-out" provision so that no child can be forced to take the vaccine.  Parents can simply say no.  Efforts to repeal the law since 2007 have been unsuccessful largely because concerns over the drugs safety have not been substantiated.

 A parental opt-out was included in the 2007 law because at that time there were serious concerns that the drug had not been tested sufficiently and that it could pose serious health risks to young girls who have to take a three-shot series of the vaccine several times over their lifetime to ensure effectiveness.  Legislatures largely ignored those concerns as the manufacturer of the drug, Merck Pharmaceuticals, had worked to pave the way for the legislation behind the scenes.

 In the coming days, The Family Foundation will be informing legislators of this new report and working to ensure that Virginia's children are protected.

Commonwealth Posts 4.1% Revenue Growth in September

Sixth Month out of Last Seven with Increase in Revenue Collections over Prior YearWithholding, Corporate Income, Sales Taxes Drive Growth

RICHMOND- Governor Bob McDonnell announced today that September revenue collections increased by 4.1% over the prior year. This is the sixth month out of the last seven in which state revenue collections exceeded the previous year's amount. The revenue increase was primarily driven by withholding (+6.8%), corporate income (+13.8%) and sales tax (+2.1%) collections. Adjusted for the accelerated sales tax program, total state revenues grew 3.6% through September, lagging the economic-base forecast of 4.2% growth. However, adjusted total state revenue growth was 3.3% through August, demonstrating a positive direction in that number. 

Speaking about the latest revenue report, Governor McDonnell noted, "The growth in revenue derived from withholding, corporate income and sales taxes is good news for the Commonwealth. It demonstrates increased activity in key areas of our economy. While year to date revenue growth slightly lags the base forecast, that difference has narrowed over the past few reports. This monthly report has a number of positive components, but it in no way indicates that we have emerged from the economic downturn that has impacted every Virginian over the past two years. Credit remains too tight and the unemployment rate remains too high. Any true and lasting economic recovery will only be possible through sustained private sector job creation and investment. Our Administration is committed to creating the policy environment in which that can occur. We will keep taxes, litigation, and regulation at a minimum, and make state government smaller and more efficient. That is how we will ensure Virginia's economy gets back on track, and our citizens can find the high-paying jobs they deserve, in every city and county in the Commonwealth."
